After the national policy of subsidizing the replacement of old energy-saving city buses with new energy-saving buses at an average of 80,000 yuan per vehicle was introduced, various regions have responded positively. However, most of them directly follow the national subsidy standards. However, recently, Qinghai Province's relevant policy has directly maximized the subsidy, with a maximum subsidy of 300,000 yuan per vehicle, which ranks among the top in the country, and even the official website of the Ministry of Transport has made a special report on this news.
Qinghai Province stated in its policy that it actively sought provincial financial support on the basis of the implementation details issued by the Ministry of Transport and other relevant ministries and commissions to increase the subsidy standards for the replacement of new energy city buses, thereby stimulating domestic demand potential with "real money." According to Qinghai's subsidy standards, the maximum subsidy for replacing new energy city buses is 300,000 yuan per vehicle. Specifically, the subsidy for new energy city buses of 6 meters or less (including 6 meters) is 50,000 yuan per vehicle, 100,000 yuan for 6-8 meters (including 8 meters), 200,000 yuan for 8-10 meters (including 10 meters), and 300,000 yuan for over 10 meters (including 10 meters). The subsidy standard for replacing batteries in old new energy buses is 42,000 yuan per vehicle, not exceeding 80% of the cost of replacing the power battery. It is reported that this trade-in policy mainly targets diesel-powered and natural gas-powered buses operating in Qinghai Province. For eligible vehicles, vehicle owners or operating companies can choose to scrap them and purchase new energy buses to enjoy corresponding subsidies.
A subsidy of 300,000 yuan is sufficient to cover a significant portion of the purchase cost of new energy buses, significantly reducing the burden on operating companies. According to data, as of December 2023, Qinghai Province had a total of 3,751 buses, of which 1,891 were new energy vehicles, accounting for 50.41% of the total number of buses in the province. According to statistics from Dianchehui, a large number of these buses were licensed before 2017, meeting the requirements for this trade-in program. In fact, in May of this year, the Qinghai Provincial Government announced relevant trade-in targets, including the replacement of 1,320 new energy buses and the replacement of 1,510 power batteries in new energy city buses by 2027. With Qinghai's latest substantial subsidies, it is highly likely that the province will replace all old buses by the end of the year with the help of national and local subsidies. In addition to Qinghai Province, some local governments have also formulated similar high subsidy schemes based on local conditions. For example, Sichuan Province's trade-in subsidy scheme proposes a one-time supporting subsidy of 10% of the actual selling price for newly purchased hydrogen-powered city buses, up to a maximum of 200,000 yuan per vehicle, to promote the application of hydrogen-powered city buses.
