On September 21st, Shenzhen Western Bus Co., Ltd. completed the online bid opening for its 2026 Pure Electric Bus Procurement Project. This project encompasses the acquisition of a total of 2,036 buses, divided into three sections. It boasts a total budget of RMB 1.812 billion, with the actual total winning bid amount reaching RMB 1.803 billion. Currently, the project is in the stage of announcing the winning bidders, and no formal winning bid notice has been issued yet. The final transaction results will be subject to the official announcement.

For Section 1, the procurement model involves 910-meter low-floor buses, with a total procurement quantity of 1,725 units. The procurement control price for this section is set at RMB 1.546 billion. This section is further divided into three packages: Package 1 was secured by BYD, which submitted a bid of RMB 1.254 billion for the supply of 1,400 units; Package 2 was won by Nanjing Golden Dragon, with a bid of RMB 148 million for the supply of 165 units; and Package 3 was awarded to ZTE, which offered a bid of RMB 140 million for the supply of 160 units. Suzhou Golden Dragon and Xiamen Golden Dragon also participated in the bidding for this project, submitting overall quotes for their bids.

Section 2 focuses on the procurement of 1011-meter high-floor buses, with a total of 241 units to be acquired. The procurement control price for this section stands at RMB 221 million. Nanjing Golden Dragon emerged as the top bidder for this section, with a bid of RMB 219 million. Suzhou Golden Dragon and Xiamen Golden Dragon were ranked second and third, respectively, with bids of RMB 215 million each.

The procurement model for Section 3 involves 7-meter midibuses, with a total procurement quantity of 70 units. The procurement control price for this section is RMB 45 million. ZTE secured the top position in this section with a bid of RMB 42 million. Suzhou Golden Dragon and Xiamen Golden Dragon were ranked second and third, respectively, with bids of RMB 43 million and RMB 42 million.

The procurement project of Western Bus was publicly announced on the Shenzhen Sunshine Procurement Platform and the China Tendering and Bidding Public Service Platform on August 28th. This project involves the procurement of a total of 2,036 pure electric buses, with a total procurement control price of RMB 1.812 billion for the three sections. With the online posting of the Western Bus procurement project, the 2026 large-scale new energy bus tenders for Shenzhen's three major bus operators have all been released. According to the regular echelon procurement schedule for bus vehicle updates in Shenzhen, Shenzhen Bus Group, Eastern Bus, and Western Bus release update orders sequentially. Among them, Shenzhen Bus Group procures 1,220 units with a total budget of RMB 1.164 billion, Eastern Bus procures 960 units with a total budget of RMB 880 million, and Western Bus offers the largest procurement package with 2,036 units and a budget of RMB 1.812 billion, undertaking the largest share of this round of bus electrification updates in Shenzhen.

All bids in this tender are evaluated using a comprehensive evaluation method. Joint bids are not accepted, and clear constraints are placed on the qualifications of bidders. The bidding entity must be a complete vehicle manufacturer with access permission from the Ministry of Industry and Information Technology for road motor vehicle production, or an agent holding the sole exclusive authorization from the manufacturer. At the same time, the rule of one brand per bidder is implemented to prevent the risk of collusion in bidding. The project requires the winning enterprise to complete the registration and licensing of all vehicles before March 15, 2027. In case of special circumstances, such as delayed announcement of national subsidy policies, the licensing time can be extended. The entire transaction process is conducted online electronically, ensuring full traceability.

As the final bulk procurement for the renewal of bus capacity in Shenzhen, the arrival of these 2,036 pure electric buses will primarily serve the daily commutes of millions of residents in Bao'an, Longhua, and Guangming districts. This will continuously consolidate the achievements of full electrification of buses across Shenzhen.
