China’s commercial space industry has now established a well-defined urban hierarchy.
Beijing stands as a beacon for rocket and satellite enterprises, amassing a wealth of scientific research resources. Shanghai, on the other hand, prides itself on a robust manufacturing and supply chain infrastructure. Hainan, with its commercial launch site, offers a unique advantage, while Anhui, Jiangsu, and other regions are swiftly closing the gap with comprehensive satellite, rocket, material, and industrial fund capabilities.
Each of these regions has stepped into the commercial space arena armed with at least one distinct competitive edge.
So, what does Liaoning bring to the table?
From a conventional standpoint, the answer may not immediately stand out. Liaoning is not the epicenter of space scientific research in China, nor does it boast a fully developed commercial launch site, nor has it achieved the same concentration of commercial space enterprises as Beijing and Shanghai.
However, Liaoning possesses other valuable assets: a network of ports, a thriving shipbuilding industry, expertise in marine engineering, heavy equipment manufacturing, and the distinction of being the sole coastal province among the three northeastern regions.
Thus, Liaoning’s approach is not solely focused on ‘reaching for the skies’ but also on ‘harnessing the seas’.
The ‘15th Five-Year Plan for Marine Economic Development in Liaoning Province’, unveiled this year, explicitly outlines the construction of a commercial maritime rocket launch base. Dandong, too, is making strides in developing a commercial space maritime launch port and integrating a ‘satellite-rocket-port’ layout.
If the narrative were to conclude at the launch site, it would merely signify the addition of another commercial space infrastructure project.
Yet, more intriguingly, Liaoning is extending this initiative northward to the Arctic route.
Arctic shipping hinges significantly on remote sensing, meteorology, communications, and navigation—far more so than in ordinary sea areas. Changes in sea ice, weather windows, and route selection all necessitate continuous spatial information support. The ‘Ice and Snow Constellation’ that Liaoning is evaluating is aimed at providing information services in high-latitude regions.
Thus, Liaoning’s vision begins to crystallize.
The front end involves maritime launches, the middle segment encompasses satellites, ground stations, and data processing, while the back end extends to marine fisheries, port and shipping operations, meteorology, emergency response, and further afield to Northeast Asia and even the Arctic route.
More critically, these segments can also synergize with Liaoning’s existing industrial strengths. Shipping, marine engineering, heavy equipment manufacturing, and non-destructive testing may all find applications in maritime launches, rocket recovery, and return-to-port maintenance.
Liaoning’s ambition clearly transcends the mere construction of another commercial space industrial park.
It is more akin to seeking an answer to this question: Can an old industrial base, not traditionally at the forefront of the space industry, forge a new pathway into the space sector through the ocean?
