The Ministry of Finance Releases 2025 Subsidies for New Energy Vehicles in Advance, Totaling Nearly 10 Billion Yuan

Recently, the Ministry of Finance issued a notice on the early release of subsidies for energy conservation and emission reduction in 2025, and published detailed summary of fund allocation. The total subsidy amount reached 9.89 billion yuan, covering multiple regions across the country, as well as the promotion and application of new energy vehicles and fuel cell vehicle demonstration applications. This highlights the country's high attention and support for the promotion of new energy vehicles and fuel cell vehicle demonstration applications.

According to the detailed data, Beijing received the largest subsidy, totaling 1.21 billion yuan, including 790 million yuan for the promotion and application of new energy vehicles, 180 million yuan in advance funds, and 240 million yuan in reward funds for the second year of fuel cell vehicle demonstration applications. Regions such as Shanghai, Jiangsu, and Zhejiang (excluding Ningbo) also received considerable subsidies. These regions have been at the forefront of promoting and applying new energy vehicles nationwide. The allocation of subsidy funds not only considers the regional economic development level but also fully considers the actual needs and achievements of each region in energy conservation and emission reduction. For example, the allocation of clearing funds and advance funds for subsidies on the promotion and application of new energy vehicles reflects recognition and encouragement of the promotion and application of new energy vehicles in different regions.

At the same time, the allocation of reward funds for the second year of fuel cell vehicle demonstration applications further demonstrates the country's attention and support for the development of the fuel cell vehicle industry. In terms of subsidies for the promotion and application of new energy vehicles in 2021 and earlier years, Beijing ranked first in the country with 790 million yuan in allocated funds, followed by Jiangsu and Hubei with 680 million yuan and 530 million yuan, respectively. Judging from the list of companies that received this subsidy, they are mainly concentrated in the commercial vehicle and online car-hailing sectors, which are also the main vehicle types that have not yet received full subsidies. For subsidies for the promotion and application of new energy vehicles in 2021 and earlier years, the total verified subsidy funds nationwide were 10.2 billion yuan. This time, 4.25 billion yuan of advance funds were deducted, and 5.95 billion yuan were allocated. This settlement process not only reflects the country's support for the development of the new energy vehicle industry but also reflects the assessment of the efficiency and effectiveness of fiscal fund usage.

The second part of the subsidy funds is the advance subsidy funds for vehicles that have been promoted but not yet settled, which also amount to 2.31 billion yuan. Among them, Shanghai, Jilin, and Chongqing rank top three in terms of the advance funds they can receive this time. The top three companies are FAW, BYD, and Changan, which can still receive more than 200 million yuan in subsidies after deducting the previously allocated advance funds. Unlike the aforementioned new energy vehicle settlement and advance payment funds, which are ultimately distributed to enterprises, fuel cell vehicle demonstration application subsidies are mainly subsidies for local governments to support local industries. The specific subsidy plans for enterprises are formulated locally.

Fuel cell subsidies are applied for based on demonstration application city clusters, and the subsidy funds are directly allocated to the leading cities. A total of 1.62 billion yuan has been allocated this time, involving 10 provincial administrative regions: Beijing, Tianjin, Hebei, Inner Mongolia, Shanghai, Jiangsu, Zhejiang, Shandong, Henan, and Ningxia. Hebei leads with a reward of 500 million yuan, followed by Henan with 340 million yuan and Shanghai with 310 million yuan. To date, the total subsidy funds for fuel cell vehicle demonstration applications allocated twice have reached 2.77 billion yuan. The investment of these funds will contribute to further research and development and market application of fuel cell vehicle technology.
