Who is leading the race to establish world-class high-tech parks and industrial innovation hubs?

Recently, the Ministry of Industry and Information Technology released the evaluation results for 178 national high-tech industrial development zones (hereinafter referred to as "national high-tech zones"), revealing the Top 50 in comprehensive evaluation and the Top 20 lists across six individual categories: industrial output value, operating revenue of high-tech industries, R&D funding intensity of enterprises, per capita value of technology contract transactions, number of high-quality enterprises, and business environment.

Evaluation Focus for National High-Tech Zones in the New Era

This year's comprehensive evaluation index system for national high-tech zones comprises six primary indicators: overall quality and efficiency of high-quality development, technological innovation and achievement transformation, industrial structure and competitiveness, intelligent and green development, open cooperation and internationalization level, and business environment and innovation and entrepreneurship vitality. The system also includes 43 secondary indicators and 5 off-balance-sheet deductions.

Compared to previous years, this year's evaluation places greater emphasis on the deep integration of technological and industrial innovation, the high-end, intelligent, and green development of industries, as well as a high level of openness. It also prioritizes optimizing the business environment, comprehensively deepening reforms, and further expanding open collaboration, reflecting the overall requirements, deployment, and goal orientation for the development of high-tech zones in the new era.

Who Excels in Comprehensive Strength?

Based on the evaluation results, Zhongguancun Science Park, Shenzhen High-tech Industrial Park, Shanghai Zhangjiang High-tech Industrial Development Zone, Suzhou Industrial Park, Xi'an High-tech Industrial Development Zone, Wuhan East Lake High-tech Development Zone, Hangzhou High-tech Industrial Development Zone, Chengdu High-tech Industrial Development Zone, Nanjing High-tech Industrial Development Zone, and Ningbo High-tech Industrial Development Zone rank among the top 10 national high-tech zones in comprehensive evaluation. Among them, Zhejiang and Jiangsu each have two representatives.

The top 50 national high-tech zones in comprehensive evaluation span 22 provinces. Jiangsu Province leads with nine selected zones, far ahead of other provinces. Suzhou and Wuxi have 3 and 2 zones respectively, making them the only two cities besides municipalities directly under the central government with more than two selected zones.

Regionally, the top 50 national high-tech zones are predominantly concentrated in the Yangtze River Delta (15), Bohai Rim (11), and Pearl River Delta (7) regions, accounting for 66% of the total.

Who Has the Most High-Quality Enterprises?

One notable highlight of this evaluation is the emphasis on the full-chain cultivation of enterprises. By focusing on fostering large enterprises, nurturing small enterprises, and cultivating excellent enterprises, it continues to prioritize high-tech enterprises, gazelle enterprises, unicorn enterprises, and newly adds specialized and novel "little giant" enterprises, manufacturing single-champion enterprises, and other entities. This guides high-tech zones to further stimulate the vitality and motivation of various technological innovation entities and promote the continuous development and growth of high-quality enterprise groups.

This evaluation released the top 20 list of the number of high-quality enterprises. Zhongguancun Science Park leads the nation, with nearly 20,000 national high-tech enterprises, over 400 listed companies, nearly 100 "unicorn" companies, and more than ten companies with revenue exceeding 100 billion yuan, according to Huoshi Intelligence Industry Data Center.

After the promulgation of the "Regulations on the Review of Fair Competition," further optimizing the industrial ecology and development environment, comprehensively deepening reform and innovation, and creating a favorable environment for fair competition among various business entities are prerequisites for achieving high-quality regional development. Zhongguancun Science Park, Shanghai Zhangjiang High-tech Industrial Development Zone, Shenzhen High-tech Industrial Park, Suzhou Industrial Park, and Chengdu High-tech Industrial Development Zone rank among the top 5 in business environment.

Who Has the Highest R&D Funding Intensity?

In the 2024 individual ranking of R&D funding intensity, Shenzhen High-tech Industrial Park tops the list. This success is backed by Shenzhen's continuous investment in innovation. Data shows that in 2023, Shenzhen invested 223.661 billion yuan in R&D, of which 208.578 billion yuan was invested by enterprises, accounting for 93.3%, making Shenzhen's total enterprise R&D investment rank first among cities nationwide.
