On June 17, with the theme of "Leading the cloud, pursuing dreams in low-altitude airspace," China Telecom held the "China Telecom Low-Altitude Economic Cooperation Development Conference" in Nanjing, Jiangsu. During the conference, China Telecom's Low-Altitude Economy Industry Alliance was officially established and the "Low-Altitude Pilot" action plan was released. The alliance will coordinate forces from all parties in the industrial chain to jointly cultivate an industrial ecosystem, signifying that low-altitude economic forces distributed in various fields of industry, academia, and research are embracing coordinated development and efficient cooperation, thereby accelerating the industrialization of the low-altitude economy. Ma Xin, member of the Standing Committee of the Jiangsu Provincial Party Committee and Executive Vice Governor, Chen Zhichang, Deputy Secretary of the Nanjing Municipal Party Committee and Mayor, Liang Baojun, General Manager of China Telecom, and Tang Ke, Deputy General Manager, attended the event.

From Technology to Industry: China Telecom's Low-Altitude Layout

In 2024, the low-altitude economy has become one of the hottest technological concepts. At the beginning of this year, the term "low-altitude economy" was written into the government work report for the first time, followed by intense technological exploration and industrial development. How to activate new productive forces in this emerging economic form has become a topic of common concern across all industries.

In the development process of the low-altitude economy, industrial standardization and commercialization are crucial steps, marking the transition of the low-altitude economy from a technological dream to a practical industrial economy. Operators will play an increasingly important role in this process. From being a provider of network infrastructure to becoming a leader in the low-altitude economy, China Telecom is taking action.

The reason why China Telecom was able to take the lead in promoting the establishment of the low-altitude economy industry alliance is inextricably linked to its extensive technological layout and active application practices in the field of low-altitude economy. Transforming the low-altitude economy from a technological goal into a true industrial form requires a series of advanced industrialization capabilities and infrastructure construction as a foundation.

Liang Baojun, General Manager of China Telecom, believes that as the national team's main force in building a network power and digital China and maintaining cybersecurity, China Telecom is actively building a low-altitude intelligent network, constructing a low-altitude digital capability system, strengthening technological innovation to lead development, and striving to make the low-altitude economy industry a new engine for high-quality development, focusing on the goals of being the leader in low-altitude network operations, the pioneer in regulatory platform services, the provider of scenario application capabilities, and the aggregator of low-altitude infrastructure.

To better lay the foundation for the low-altitude economy and promote its development, Tang Ke, Deputy General Manager of China Telecom, presented a series of significant announcements at the conference, showcasing China Telecom's in-depth layout in the field of low-altitude economy: In terms of low-altitude ultra-wide intelligent connectivity networks, China Telecom is committed to building a low-altitude ultra-wideband intelligent connectivity network with wide-area network coverage, ultra-large communication bandwidth, and integration of terrestrial and satellite networks. In terms of low-altitude high-precision sensing networks, China Telecom leverages 5G-A millimeter-wave technology and intelligent computing cloud capabilities to construct a high-precision, highly intelligent, and efficient low-altitude sensing network. In addition, China Telecom insists on cloud-network integration and application-driven development, actively building two platforms: Nebula low-altitude flight services and Star Patrol low-altitude service supervision. From core technology to industrial exploration, China Telecom has conducted extensive and in-depth construction in the field of low-altitude economy, setting an example for the industry.

From Exploration to Collaboration: The Establishment of the Low-Altitude Economy Industry Alliance

To seize the strategic opportunities of intensive innovation and rapid growth in the low-altitude economy and accelerate the development of new productive forces, China Telecom collaborated with partners to establish the China Telecom Low-Altitude Economy Industry Alliance. This marks the formation of a national low-altitude economy industry cooperation organization jointly built by China Telecom and its industrial chain partners. The low-altitude economy industry alliance plays a crucial role in filling industrial gaps, connecting the advantages of all parties, and promoting the low-altitude economy industry to become a new engine for social and economic development in terms of technological development, industrial standardization, and commercialization of research results.

From an industrial value perspective, as a brand-new economic format, the low-altitude economy objectively requires reorganizing industrial cooperation relationships and building industrial chains to address challenges such as inconsistent standardization and difficulties in commercializing research results faced by the development of the low-altitude economy. Therefore, it is necessary to combine originally independently exploring industry participants in a closely collaborative manner, transforming individual exploration into collaborative development, thereby achieving consensus, consolidating directions, and achieving win-win results.

The China Telecom Low-Altitude Economy Industry Alliance will become a platform and bridge in the development of the low-altitude economy, leading the development of this new economic format.

From Innovation to Leadership: The Momentum of the Low-Altitude Economy has Taken Shape

The first step taken by the low-altitude economy industry alliance is to launch the "Low-Altitude Pilot" action plan. This plan aims to promote innovation and development in the low-altitude economy, setting new benchmarks for the industry and driving progress in a series of key areas. From technological breakthroughs to commercialization, the establishment of the industrial alliance lays an ecological foundation for the long-term development of various fields in the low-altitude economy.

From the perspective of core technological development, the industrial alliance has initiated the industry's first low-altitude intelligent connectivity laboratory to strengthen joint technological research. In 2024, the alliance will focus on key technologies such as millimeter-wave low-altitude communications and sensing modules, collaborating with alliance members to advance business validation.

From the perspective of industrial standardization, the industrial alliance will promote the formulation of low-altitude economy interface standards, unify network construction specifications, and regularly publish low-altitude industry white papers and relevant standards and specifications to support the compilation of industry standards. In 2024, it will initially focus on the formulation of technical specifications for intelligent connectivity network infrastructure, low-altitude supervision and service platforms, and low-altitude sensing networks, providing standardized guarantees for the development of the low-altitude economy.

In promoting local economic development, the alliance will combine local low-altitude economic development needs to carry out the "Low-Altitude Pilot Hundred Cities Initiative," empowering and enhancing the high-quality development of the low-altitude industry.

In accelerating the commercialization of research results, the alliance will leverage its "innovation + ecosystem + business" advantages to expedite the signing of alliance cooperation projects. It will actively conduct annual low-altitude benchmark project selections, accelerating the industrialization and commercialization of alliance members' scientific and technological achievements.

The series of measures taken by the industrial alliance precisely correspond to the objective development trends and overall development needs of China's low-altitude economy. They have promoted the development of the low-altitude economy industry from multiple perspectives. Next, the practices and innovations of various parties in the low-altitude economy field will continue to be amplified and promoted through the alliance, safeguarding the overall development of China's low-altitude economy.

The new productive forces in the low-altitude economy are flying into various industries through the exploration of China Telecom and the Low-Altitude Economy Industry Alliance. The dream of low-altitude airspace has become a reality.
