Recently, multiple departments in Guangdong Province jointly issued the 
Core Quantitative Targets Table
According to the plan, by the end of 2027, the total number of charging facilities across Guangdong Province will exceed 3 million, ensuring charging access for over 8 million new energy vehicles and further narrowing the gap in charging services between urban and rural areas as well as across regions.
In the public charging sector, the province will focus on popularizing high-power and supercharging equipment, with over 10,000 new high-power charging guns to be added by 2027. Expressway service areas will also undergo simultaneous upgrades, with the total number of charging guns reaching 10,800, charging spaces accounting for no less than 18% of small passenger vehicle spaces, and over 32 pairs of service areas to be equipped with supercharging stations for heavy trucks. Meanwhile, the province will accelerate the phase-out and transformation of outdated charging equipment to improve overall energy replenishment efficiency.
To address the challenges of charging in residential communities, the plan proposes adding over 1 million private charging piles by the end of 2027. The unified construction and service model for charging piles will be promoted across the province, with at least 5 pilot communities to be established in each region by the end of 2026, and the total number of pilot communities across the province to exceed 100, effectively resolving installation and operation & maintenance issues for residents.
In terms of technological innovation, Guangdong will vigorously deploy V2G vehicle-grid interaction projects, with over 2,500 V2G facilities to be built by 2027, fully tapping into the energy storage potential of electric vehicles. Supporting measures such as power supply guarantees, land use funding, and safety supervision will be implemented simultaneously, continuously improving grid integration and end-to-end safety management. The service side will also undergo a comprehensive upgrade, with all charging and battery swap facilities in the province to be integrated into the "Yue Yi Chong" platform by the end of 2026, enabling one-stop convenient use. The comprehensive availability rate of charging equipment is required to remain above 98%, continuously enhancing the user charging experience.
This plan covers all application scenarios, including public stations, residential communities, expressway networks, rural areas, and commercial vehicles. With concurrent efforts in hardware construction, technological application, and operational services, it will drive Guangdong to build a modern charging network that is well-laid-out, technologically advanced, safe, and convenient, continuously solidifying the foundation for the development of the new energy vehicle industry.
