Recently, the Department of Equipment Industry I of the Ministry of Industry and Information Technology issued the "Announcement on the Final Audit Results of the Settlement of Subsidy Funds for the Promotion and Application of New Energy Vehicles in 2021 and Previous Years and the Pre-allocation of Subsidy Funds in 2022." This announcement aims to conduct a final audit of subsidy funds for the promotion and application of new energy vehicles in previous years and disclose the pre-allocation of subsidy funds for 2022 in accordance with the relevant document requirements of the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, and the National Development and Reform Commission, in order to accept supervision from all sectors of society.
The announcement covers the final audit results of the settlement of subsidy funds for the promotion and application of new energy vehicles from 2016 to 2021, as well as the pre-allocation of subsidy funds for 2022. Detailed data is as follows:
Overall, from 2016 to 2021, the total number of approved new energy vehicles promoted and applied was 601,000, with a total subsidy of 14.15 billion yuan after rounding off the subsidies for complete vehicle enterprises. After deducting the corresponding pre-allocated funds, the remaining funds amounted to 7.13 billion yuan, which is the total amount of funds that will be distributed in this subsidy settlement. The announcement also lists in detail the reasons for the reduction, which mainly include: incorrect vehicle registration information, failure to pass on-site inspection, failure to upload vehicle operation data as required, failure to meet mileage requirements, duplicate declarations, vehicle registration time earlier than the effective time of the recommended catalog batch, inconsistency between the rated power of the drive motor and the parameters in the recommended catalog, etc. These reasons led to the reduction of some subsidy funds.
In addition to the subsidy settlement funds, this announcement also involves the pre-allocation of subsidy funds for the promotion and application of new energy vehicles in 2022, covering 25 provinces and cities and 75 enterprises. The total amount of funds proposed for pre-allocation is 6.68 billion yuan, while the total amount of funds previously to be deducted is 4.37 billion yuan. Among the pre-allocated funds, the total amount of funds to be deducted in Inner Mongolia, Fujian, Hubei, Guangxi, Yunnan, Shenzhen, and Dalian is greater than the total amount of funds proposed for pre-allocation this time, so they will not receive pre-allocated funds this time. According to the subtotals by province and city, the actual pre-allocated subsidy funds for 2022 will be 2.64 billion yuan. The subsidy settlement from 2016 to 2021, combined with the pre-allocation for 2022, will ultimately result in a total of 9.77 billion yuan in subsidy funds being issued this time.
