Introduction: In a remarkable display of agility, Pinduoduo has swiftly established itself in Xiong'an, transitioning from company registration to property acquisition within a mere month. This rapid expansion positions Pinduoduo as the largest internet-based private enterprise in the Xiong'an New Area.

What Does It Take to Establish a Foothold in a New City? The answer is clear: securing a physical presence and attracting top talent!

On May 27th, Pinduoduo registered a new entity in the Xiong'an New Area, backed by an initial cash investment of 500 million yuan. By June 15th, the first wave of 150 employees had already joined the ranks.

The following day, the Xiong'an New Area Administrative Committee and Pinduoduo officially inked a strategic cooperation framework agreement for digital services. Zhang Guohua, Member of the Standing Committee of the Hebei Provincial Party Committee and Secretary of the Party Working Committee and Director of the Administrative Committee of the Xiong'an New Area, attended the symposium.

On June 21st, Pinduoduo took a significant step by purchasing a 12-story office building. By June 30th, its workforce had surged to over 600 employees. This swift transition from registration to property acquisition and from zero to 600 employees spanned just one month. Moreover, the entire recruitment drive is set to generate over 5,000 local jobs.

This unprecedented pace among newly introduced enterprises in Xiong'an raises the question: What is Pinduoduo's underlying strategy?

01 What Has Been Achieved in One Month?

In Xiong'an, numerous companies come for inspection tours; however, few are committed to staying. Pinduoduo is firmly in the latter category.

From its registration on May 27th with an initial cash investment of 500 million yuan, Pinduoduo's business direction was crystal clear: big data processing, digital operations and maintenance, and cloud platform services—all essential digital economy capabilities urgently needed in Xiong'an.

On June 15th, the first batch of 150 employees joined, all directly recruited by the company with comprehensive social insurance and housing fund benefits. The next day, Zhu Zheng, Executive President of Pinduoduo Group, led a delegation to Xiong'an for inspection and research. During this visit, the Xiong'an New Area Administrative Committee and Pinduoduo officially signed a strategic cooperation framework agreement for digital services.

On June 21st, Pinduoduo finalized a deal with PowerChina to purchase a 12-story office building within the Xiong'an · PowerChina Smart City Digital New Consumption E-commerce Industrial Park. The building is equipped with a large conference center, training center, nursing room, and leisure area, and is expected to be operational by the end of July.

No internet company had previously purchased property in Xiong'an. By June 30th, Pinduoduo had amassed a workforce of over 600 employees in Xiong'an, making it the largest internet-based private enterprise in the area. Over 80% of these employees hail from the Beijing-Tianjin-Hebei region, with a growing proportion of fresh graduates.

The initial recruitment target was 1,000 positions, with over 60% filled within a month. The entire recruitment cycle is expected to create over 5,000 positions, ranging from technical and operational roles to team leaders, supervisors, managers, mid-platform operations, data analysts, and quality inspection experts.

In just one month, Pinduoduo accomplished registration, capital injection, recruitment, contract signing, and property acquisition. The question arises: Why did Pinduoduo choose Xiong'an?

Xiong'an is China's pioneering region where the physical city and digital city are being constructed simultaneously, with digital twin cities preceding physical infrastructure. By the end of 2025, the Xiong'an City Computing Center is projected to aggregate over 10 billion public data entries and have built over 500 kilometers of digital roads.

In 2025, Xiong'an was the only region selected in all three categories—city, industry, and enterprise—in the National Data Bureau's pilot list for trustworthy data spaces. By 2035, the digital economy is expected to account for 80% of Xiong'an's GDP.

Pinduoduo generates vast amounts of transaction and user data daily, previously scattered across different business lines, leading to inefficiencies. Xiong'an offers a combination of a standardized trustworthy data environment, computing power, and a compliance framework, enabling companies to deploy data processing capabilities at lower costs. Choosing to establish its data hub here is both leveraging existing resources and contributing to joint development.

Industry insiders note that Pinduoduo's ability to complete registration, inject 500 million yuan in capital, hire a thousand people, and purchase a building within a month reflects strong forward planning. This involves relocating mid- and back-office operations from headquarters to independently operate in Xiong'an, securing venues, personnel, and policy resources in advance to establish a stable large-scale logistics base.

02 What Can Pinduoduo Bring to Xiong'an?

Beyond its "lightning-fast" property acquisition and recruitment, Pinduoduo aims to bring to Xiong'an the integration capability honed over a decade in the e-commerce industry. The significance of this capability is evident in its impact on Hebei's e-commerce rise over the past decade.

In Qing County, Cangzhou, Hebei, the makeup brush industry, once an OEM manufacturer for Korean companies, lacked brand recognition. A young entrepreneur named Zhang Mengwei transitioned from OEM procurement to brand building, opening a store on Pinduoduo with approximately 10,000 daily orders, with Pinduoduo accounting for about half of the total sales across all channels.

From OEM to self-built factories, from improving 32 production processes to brand-oriented operations, Pinduoduo helped these factories transition from production to sales. Today, the 253 enterprises in Qing County's makeup brush industry boast an annual output value exceeding 3 billion yuan.

In Anxin County, Baoding, a traditional footwear industry hub, a merchant named Wang Zhifu launched a popcorn carbon plate running shoe on Pinduoduo, priced at just 150 yuan.

After its launch in February this year, it quickly gained popularity, selling 2,000 units daily and generating approximately 5 million yuan in monthly sales. The success of the 150-yuan running shoe, achieving 5 million yuan in monthly sales, is not due to low pricing but to Pinduoduo's ability to bridge the information gap between factories and consumers.

In Zhao County, Shijiazhuang, known as the hometown of Chinese snow pears, merchants opened seven or eight new stores on Pinduoduo under its 100 billion yuan support policy, boosting sales by at least 20%. Liu Shicheng sold nearly 600,000 jin of snow pears during the harvest season. The supply chain from farm to table has been significantly shortened, benefiting farmers with higher earnings and consumers with lower prices.

These cases illustrate one point: Pinduoduo's penetration into Hebei's industrial belts did not start today. Makeup brushes, running shoes, snow pears—all represent Hebei's traditional industries. Pinduoduo has used digital technology to facilitate their transformation from OEM to brand-building and from farm to table.

After the establishment of the Xiong'an company, this capability will upgrade from industrial belt empowerment to city-level empowerment. The new company's focus on big data processing, cloud platform services, and digital operations and maintenance aligns precisely with Xiong'an's needs in building a digital economy hub.

Pinduoduo's presence in Xiong'an ultimately represents a convergence of the company's development needs and national strategies. It brings not just a company but a set of digital empowerment experiences repeatedly validated in Hebei's industrial belts.

Once companies like this gain a foothold, upstream and downstream technology service providers, logistics support, and cross-border service providers will be attracted, gradually forming an industrial ecosystem. Xiong'an can then proceed more confidently on the path of digital economy development.

Currently, nine Beijing universities are relocating to Xiong'an, with plans for 15 ministry-affiliated universities to follow, according to the Ministry of Education. With universities arriving and students graduating, where will they find employment? Pinduoduo's 5,000 positions offer a nearby outlet.

The standardized employment opportunities created by Pinduoduo complement Xiong'an's employment and entrepreneurship infrastructure. As Beijing universities relocate to Xiong'an, these positions will help shift talent inflow from external sources to local retention.

With industrial platforms providing empowerment, talent finding job opportunities, and universities offering practical scenarios, a positive cycle of industry, education, and talent is taking shape.

03 Xiong'an Needs Pinduoduo, and Pinduoduo Needs Xiong'an

While industrial platforms and university outlets are visible outcomes of Pinduoduo's move to Xiong'an, they represent only the surface-level logic.

Currently, the Xiong'an New Area is transitioning from a phase of large-scale development and construction to a critical period of industrial functional import and relocation acceptance. The "hardware" construction phase of "building roads and structures" has passed; now, the most urgent needs are industrial ecosystems, employment opportunities, and the "soft soil" that allows talent to take root and develop. Pinduoduo precisely fits into this historic juncture.

With a 500 million yuan investment and 5,000 high-quality jobs, Pinduoduo is not just contributing resources but demonstrating a commitment to "taking root." It is not a short-term profit-seeking visitor but aims to become a supplier of "infrastructure" for Xiong'an's digital economy ecosystem.

Big data processing, cloud platform services, and digital operations and maintenance—these "utilities" of the digital economy era are precisely the core elements urgently needed for Xiong'an to build a new digital economy hub in northern China. Grand policy blueprints require real enterprises to fill them, and Pinduoduo is the first leading internet platform to simultaneously establish core businesses, technical teams, and physical office spaces in Xiong'an.

Zhu Zheng, Executive President of Pinduoduo Group, stated during the signing, "We will take root in Xiong'an, serve Xiong'an, and empower the upstream and downstream of the industrial chain with digital technology to build a modern, integrated supply chain system." Zhang Guohua, Director of the Xiong'an New Area Administrative Committee, also commented that this cooperation represents a "mutual commitment" between a major national strategy and the company's long-term development.

Conversely, Xiong'an is also an excellent "testing ground" for Pinduoduo's strategic transformation.

As a national-level model for digital governance and smart cities, Xiong'an provides Pinduoduo with an opportunity to conduct top-level design and full-scenario implementation of its big data, cloud services, and other technical capabilities on a blank slate. This is not just a physical relocation of business but an upgrade and validation of technical capabilities.

Over the past three years, Temu's explosive growth has demonstrated the immense potential of coupling China's manufacturing efficiency with platform digitalization capabilities.

The new company established by Pinduoduo in Xiong'an, focusing on big data processing, digital operations and maintenance, and cloud platform services, represents the critical infrastructure for further standardizing and digitizing China's supply chain capabilities. Against a backdrop of increasing external uncertainties, this helps establish efficient and stable global distribution channels for Chinese manufacturing.

Therefore, Pinduoduo's rooting in Xiong'an is essentially a "mutual commitment." Xiong'an needs a platform like Pinduoduo with industrial depth, employment capacity, and technical strength to activate its ecosystem. Pinduoduo also needs Xiong'an, a national strategic platform, to evolve from an e-commerce platform to a digital infrastructure provider.

When the capillaries of the platform economy deeply integrate with the skeleton of the city of the future, the result will be more than just the 5,000 jobs created—it will be a replicable and scalable model for the integration of digital and real economies in cities.
