Arm China and Volcano Engine Join Forces to Expedite Cloud Computing and AI Infrastructure Rollout

On June 23, Chen Feng, the CEO of Arm Technology (China) Co., Ltd. (hereinafter referred to as "Arm China"), received an invitation to speak at the 2026 Volcano Engine FORCE Conference. During the "AI + Chip Semiconductor" forum, he delivered an opening address titled "The Agentic AI Era: Semiconductors Enter a Supercycle, How Can Innovation Accelerate?" In his speech, he offered profound insights into Arm China's visionary outlook and its role in fostering innovation within the semiconductor industry during the Agentic AI era.


Chen remarked that the global semiconductor market is currently experiencing a "supercycle" in the Agentic AI era. This is characterized by a surge in intelligent agents operating around the clock, which has shifted the focus of AI from training to high-frequency inference, thereby substantially increasing computational requirements. As the primary data conduit and central hub for AI operations, CPUs have seen a significant rise in both quantity and importance. Consequently, the growth trajectory of semiconductors has undergone a transformation, with chips evolving from mere computational carriers to becoming the bedrock of AI infrastructure.

In light of this trend, chip companies are now facing more stringent innovation demands. The rapid pace of AI advancements is outstripping chip development cycles, and technological progress is continually raising the bar for design complexity. This makes systemic capabilities in research and development efficiency, product innovation, and ecological collaboration increasingly crucial. It is precisely in these areas that Arm China excels.


Arm China has forged strong connections with the global Arm® ecosystem, consistently introducing Arm's state-of-the-art technologies in the domains of Cloud AI, Physical AI, and Edge AI. These innovations complement its four locally developed IP product lines, laying a robust computational foundation for ecosystem partners and diverse industries. To date, chips based on the Arm architecture have collectively shipped over 350 billion units, and Arm boasts an ecosystem with over 22 million developers worldwide.


In the current Cloud AI landscape, AI computational workloads are on the rise, increasingly constrained by energy supply and power consumption limitations. "Performance per watt" has emerged as a critical metric for determining cost-effectiveness and sustainability. The Arm architecture excels in this regard, with Arm-based chips adopted by leading cloud service providers achieving energy efficiency improvements of up to 40%.

The Arm Neoverse® platform and compute subsystems are emerging as pivotal cornerstones of cloud computing and AI infrastructure, enabling cloud service providers to deploy systems that strike a balance between performance, efficiency, and security. Presently, nearly 50% of the computational power delivered to leading hyperscale cloud service providers is based on the Arm architecture.


To continually fuel innovation for ecosystem partners, Arm China has proactively embraced cloud and AI technologies. Recently, it forged a collaboration with Volcano Engine in the fields of HPC cloud and Agentic AI agents, accelerating the deployment of cloud computing and AI infrastructure from IP development to company-wide operations, thereby enhancing R&D efficiency.


Chen underscored, "Looking ahead, under the strategic vision of 'AI Arm China,' Arm China will concentrate on three primary business domains: Cloud AI, Physical AI, and Edge AI.
