Over 880 Million Yuan Worth of Orders Unveiled, Bidding Launched for Shenzhen Eastern Public Transport

On July 23, Shenzhen Eastern Public Transport Co., Ltd. issued a public bidding notice on the Shenzhen Sunshine Procurement Platform and the China Tendering and Bidding Public Service Platform for the purchase of 960 pure electric buses, with a total budget of 880.2 million yuan for the three projects.

This represents another bidding announcement in Shenzhen, just two months after the conclusion of the Shenzhen Bus bidding. All vehicles are required to be delivered by November 15, 2026, accelerating the green transformation of urban public transportation and ensuring full preparation for the capacity reserves needed for the 2026 APEC meeting. The bidding is divided into three separate lots, all of which will be evaluated using a comprehensive assessment approach. Joint bids are not permitted, and subcontracting is strictly prohibited. The procurement details for each lot are as follows:
Lot 1: 190 10-meter low-floor pure electric buses, with a procurement control price of 172.9 million yuan.

Lot 2: 330 9-meter low-floor pure electric buses, with a procurement control price of 293.7 million yuan.

Lot 3: 440 11-meter non-standing pure electric buses, with a procurement control price of 413.6 million yuan.

Following Shenzhen's regular phased procurement schedule for bus updates, Shenzhen Bus Group initiated the bidding first, followed by Eastern Public Transport and Western Public Transport, creating an orderly layout for bus updates across the city. After the completion of the previous bus procurement project by Shenzhen Bus Group, Eastern Public Transport has now released three large-scale procurement lots simultaneously, continuing this practice and steadily expanding the city's new energy bus capacity.

The delivery schedule for this procurement is tightly controlled, with all vehicles required to be delivered by November 15, 2026, in close alignment with the logistical needs of the 2026 Shenzhen APEC meeting. The newly added vehicles will be deployed simultaneously for daily commuting and major event transportation support, strengthening the city's green transportation infrastructure with zero-emission pure electric models, while meeting both the daily travel needs of residents and the high-standard capacity service requirements for international events.

From a project timeline perspective, the entire bidding process is compact and efficient: Interested suppliers can submit their application documents before 17:00 on July 30, with the deadline for obtaining bidding documents set at 17:00 on July 31. The deadline for accepting project inquiries is 18:00 on July 31, and clarification and Q&A work will be completed before 17:00 on August 12. The submission deadline for bid documents and bid bonds, as well as the online bid opening, are uniformly scheduled for 10:30 on August 13. The entire process is conducted electronically online, relying on the Shenzhen Sunshine Procurement Platform to ensure full transparency in transactions, significantly compressing the bidding preparation cycle and reserving ample time for vehicle production, licensing, and operation.

This bidding sets stringent entry requirements for bidders, restricting participation to vehicle manufacturers or their holding companies. Bidders must have approval from the Ministry of Industry and Information Technology, offer a single brand with a unique model, and have no record of dishonesty, ensuring vehicle quality and after-sales capabilities from the outset.
